The Occupational Safety and Health (Plants Requiring Qualification Certificate) Regulations 2024 (LYMPK Regulations 2024) are provided under the Occupational Safety and Health Act 1994, Section 27B ie the Minister may designate any plant for which a qualification certificate is required. This regulation comes into effect from 1 June 2024.
The development of this guide is based on Section 27C, Occupational Safety and Health Act 1994 (AKKP 1994) where the Director General can set terms and conditions that must be complied with.
This guide is provided for the applicant's reference when making an application for design verification and approval for the modification of lifting machinery to ensure that the applicant receives accurate and clear guidance. This guide sets out the requirements for design verification applications and change approvals for lifting machinery except lifts, escalators and moving walkways effective from 1 June 2024.
Every lifting machine that uses power drive (power driven) such as electric, diesel, pneumatic and equivalent must have a valid Lifting Machine Qualification Certificate (CF) for use. For that purpose, design verification must be requested in advance from the Department of Occupational Safety and Health (JKKP), Head Office before construction, installation or use.
Under the LYMPK Regulation 2024, lifting machinery is among the plants designated as plants that require a qualification certificate. Interpretation of lifting machinery as stated in this regulation; means any equipment for lifting, raising, transporting or lowering loads.Application Procedure
Design verification applications can only be made through the MySKUD online system in a single sign-on (SSO) through the MyKKP system. Therefore, applicants must have a MyKKP account for the purpose of accessing MySKUD.
Types of applications related to lifting machinery are as follows:

iii. Approval of Lifting Machinery Design Changes
iv. Design Verification of Used Lifting Machinery
v. Lifting Machinery Demo
Applications and application guides can be obtained through the MySKUD online system (http://mykkp.dosh.gov.my/) using Chrome or Edge.
